The problem is that the Russians never properly designed an aircraft carrier like the Americans did with the extensive experience on such a ship design.

Yes. The US could shoot down the offending aircraft. But why not take out Russia's only aircraft carrier to send a message.
Of course, WW III might follow... But sometimes shooting ducks in a pond is fun...
