How can that happen?

Once we strike them, won't we be able to disable all their nuclear arsenal?

If we hit all of the nuke tiped missiles and nuke arsenals, yes - assuming we know where they all are and hit all of them before they can launch.

Not necessarily. They may have dispersed their nuclear armaments in places that cannot be hit from the air.

For that matter, all it takes is for them to smuggle a nuke aboard a third-nation-flagged freighter, steam it into a major US port or coastal city and set the nuke off. They don’t actually *need* rockets to deliver it. We might get all their rockets, but the actual nukes? Perhaps not so much.
