Well, you could take “public safety” to mean “national defense,” which is a Federal government function.

That's what I was thinking, while at the same time believing the DEMs have little interest in the "public safety" (terrorists, illegals, black-on-black crime, etc.).

And health care does take up more of the federal budget now than defense.

But education is a local responsibility and takes up a much smaller share of the federal budget, less than social security, welfare, veterans, transportation or agriculture.

This is just boiler plate political rhetoric: group things in threes and repeat key words.

You could extend that to Law enforcement and a justice/court system too and it is also valid...
