Which pretty much answers the question, whether or not the Country festival was the planned target and not simply a target of opportunity, otherwise he would shot into the crowd of hippies..
It would have been challenging to get his guns to Chicago. Vegas was the perfect venue for what he had planned.

In Vegas he started shooting when Andean or whatever his name is was about to begin his country rap song “Dirt Road Anthem.”
A song which, I must admit, makes me want to hurl stuff.
There was a common denominator....
ISIS has claimed him. Produced a picture of him. His targets are all aligned with ISIS attacks. ISIS issued threats against Vegas in May. What more proof is required ?
Exactly- everything he did connects to hip hop/rap — his other venue visits and such — EVEN the final country music festival, especially the timing of it at the country festival...
Top hit song in the country is the droning, plodding inexplicably popular rap country song “Dirt Road Anthem.” It was the next song up when the shooting started.
And during the whole “take a knee” at the anthem kerfluffle, too.
Just looking at the diagrams, it's more likely that he would have used incendiary rounds for the fuel tank, direct fire.
It makes sense in that he could have been trying to distract from the investigation after the fact.

Maybe but seems far out there.
If I am going to commit a crime, I don’t think I want to leave ‘clues’ to that crime, whether they be real or distractions. And it doesn’t add to the rest of his life as a ‘ghost’. But this is coming from someone who is sane, at least I think.
If he left any easy trail, its in the gun purchase history. That should be very easy to trace from serial numbers. That’s why I keep asking where that is at.
He'd then have to shoot at a fairly small target at what was the distance, almost 700 yards. As meticulously as he planned this atrocity, it's not hard to imagine that he could have just obtained some incendiary ammo, which is available online, and aimed at the much larger target than the tannerite box, the fuel tanks themselves. Incendiary ammo would have lit them up easily.
But, apparently a few rounds hit the tanks, so he probably didn't have incendiary ammo. This is pure speculation on my part, but you're right, we just don't know enough about this to put all the pieces together.
Diversion tactics?
A distraction is the opposite of a clue.
