Only if the people with the guns let them. This is where a 2nd Amendment would come in handy. The people might be outgunned but at least they could buy some time to arm themselves better. When they are virtually disarmed it’s a lot tougher. Tough to sympathize when they disarmed themselves willingly. They forgot to read the part in the history books where it says that government is the biggest threat to their safety.
This sounds like a repeat of Tianamen Square. Hard to believe a supposedly civilized European country is throwing soldiers into the mix. One nervous soldier or protestor takes the first shot and this could turn into a bloodbath. When Yugoslavia split up it was initially peaceful then quickly escalated into open warfare.
