Listen. This was from very close to the Mandalay where the sounds was less distorted. The firing while fast was not consistent

There isn’t a :28 sec mark on this video.

Sounds like a fully-auto or bump-fire stock as you suggest.

When I went through basic training our platoon sgt showed us how to file the sear on our M1 Carbine to make it full auto in a few minutes.
