There isn’t a :28 sec mark on this video.
Sounds like a fully-auto or bump-fire stock as you suggest.

Probably Tannerite. As far as the full-auto mods I'd take that with a grain of salt. Most likely a bumpfire stock or a crankfire. When I went through basic training our platoon sgt showed us how to file the sear on our M1 Carbine to make it full auto in a few minutes.
