You would have to rule out shootings conducted by US military in order for this to be the largest. Let’s not forget Wounded Knee where over 150 were killed.

Some race riots also may have had higher death totals.
But when the media talks about "mass shootings" nowadays they're usually talking about what one person (or two people or at most a small group) does, rather than mass or mob violence.
