Sorry, just catching up on the AM thread now. The best use of secondary roads is to remove water. In SE Texas a lot of homes were saved from flooding, with the water just inches from the slab, by having the water collect 2 feet deep in the street and then flow to the nearest river.
An alternative is giant ditches but those take a lot more room.
Ok, I'm finally catching up now. Yes, ditches will get rid of a lot of water, but they will be half as big as the road on each side to hold the same amount of water.

Yes, and your cars have to be kept out of the street on a high driveway during the heaviest rain. But the road drainage system worked in many places for Harvey.
