The rarity depends on the population of wolves. If the wolf population is sparse, then attacks will be rare. If the wolf population grows, the packs get larger and more aggressive and humans are on the menu until the humans get together and knock the population back down.
We only think wolf attacks are rare because our forbearers were very good at keeping the population down. Now that a large portion of the people are soft and easily swayed by PETA the populations will go up, and attacks on humans with it. Aggressive predators must be constantly taught that humans are the apex of the food chain.

My take, many people have a naive view of the wilderness. Like it’s a playground.
It’s the wild snowflakes, there are no safe spaces! Unless you hike in groups and/or have some basic knowledge & survival skills (and protection) you are putting yourself at risk.

Wolves in Europe have been living with humans for tens of thousands and will attack vulnerable humans when they can. When the Cathedral of Notre Dame was being built onde of the major causes of death for the builders was attack by wolves.
