“The pastor feels a great sense of responsibility to protect his congregation.” How about the congregation feels the need and takes the personal responsibility to protect themselves. Protecting others is a noble instinct but everyone needs to learn that it is a personal responsibility. Do not rely on anyone else, no matter how well meaning they are, for your protection.
