Partially IMO, it points to the fact that criteria for concealed carry is more stringent than criteria to become a cop.
On another, psychological level, though, it illuminates the fact that little people like you and me do not have a powerful union protecting us, and we know it, and act accordingly. I posit this is the overriding factor: fear of going to prison.
Police, on the other hand, sometimes act with abandon because they think there won’t be consequences for their actions. A lot of times they are right!
