North Korea's foreign minister said on Monday that U.S. President Donald Trump had declared war on North Korea and that Pyongyang reserves the right to take countermeasures, including shooting down U.S. strategic bombers even if they are not in the country's air space. "The whole world should clearly remember it was the U.S. who first declared war on our country," Foreign Minister Ri Yong Ho told reporters in New York.
"Since the United States declared war on our country, we will have every right to make countermeasures, including the right to shoot down United States strategic bombers even when they are not inside the airspace border of our country."

His words echoed warnings from the Trump administration that all options were on the table in dealing with North Korea's nuclear and missile development and its threats to have a weapon capable of reaching the continental United States.
On Saturday, Ri told the U.N. General Assembly that targeting the U.S. mainland with its rockets was inevitable after "Mr Evil President" Trump called Pyongyang's leader a "rocket man" on a suicide mission.

One needs to be at peace in order to change states, and be at war.
If already at war (since 1954), means nothing to declare it.
The response should be. The US has not declared war on NK. Rocket man would be able to tell if the US has declared war on him. If he is breathing than we have not declared war.
NK has made that statement so they can justify shouting at the US.

The US has never formally recognized the Democratic People’s Republic of North Korea. The intention all the time was reunification of North and South Korea into one country.
