If already at war (since 1954), means nothing to declare it.

The response should be. The US has not declared war on NK. Rocket man would be able to tell if the US has declared war on him. If he is breathing than we have not declared war.

Not one bomb has dropped, not one artillery round has been fired, not one inch of territory invaded since roughly July 1953. Conditional talks as to the terms were never agreed upon, and they broke down completely in 1954.
A most curious kind of war. Or maybe a war that was never declared, but a sort of truce has been badly bruised.
The US has never formally recognized the Democratic People’s Republic of North Korea. The intention all the time was reunification of North and South Korea into one country.
