Rikers is mostly a holding facility or short term sentences. Not sure where 21 months would place him. 1 and 3/4 of a year.
I think Rikers is a NYC prison and he was convicted under federal so - dunno where he’d go. His lawyer is wanting a minimum security place upstate New York.
