This is a "very poor" result for Angela Merkel and her CDU party, Henning Meyer, social scientist at the London School of Economics, told CNN.

She will be forced to either form a minority government or a coalition of three parties -- neither of which has happened at federal level in Germany before, Meyer explained.

"Merkel will be in a very very tricky position," said Meyer. "This will be the most difficult and unstable of her governments -- and it will definitely be her last."
