It was PKK. The target was one of the "vertical malls" common in Istanbul: a multi-story building with a variety of shops inside.

The terrorists poured gasoline down the staircase and lit it.

That would have been bad enough, but the building violated Turkish fire codes, with no external fire escapes. High loss of life among the shoppers.
