The cop who arrested a nurse in Utah after she refused to take a blood sample from an unconscious man had sexually harassed another police department employee, it has been revealed.
Salt Lake City Police Detective Jeff Payne, who is being investigated by the FBI for his July 26 arrest of nurse Alex Wubbels, made “unwanted physical contact” with a female employee on multiple occasions, according to the police chief in a May 2013 letter obtained by the Salt Lake Tribune.
Payne also sent a “disparaging email” that was “profane in its content” to the woman using official department accounts.
“Your harassing behavior was severe and persistent and created a hostile, intimidating work environment for this employee, significantly interfering with her ability to work,” the chief wrote.
He added, “After a review of the investigation conducted by Internal Affairs, I have concluded that the allegation is SUSTAINED.”
Despite his misconduct, Payne’s punishment came in the form of a written reprimand that warned any additional harassment could result in his dismissal.

If Payne isn’t fired, I just hope Wubbells sues the City, the PD and the two cops involved. There has to be a way to achieve justice here, and maybe a lawsuit or two will do it.

I think this cop was on a vendetta of some sort against the unconscious guy that he want to have sampled. That guy was some sort of reserve officer from another jurisdiction.
Yeah, but I want updates on the MUSLIM cop who MURDERED an Australian woman in cold blood. This has been deliberately and intentionally scrubbed from the news, to as to protect his jihadi a$$ and the ignorant carpet-munching muzzy-loving mayor who had him hired.

Been involved with LE for more than thirty years. Most beat cops know who the dirtbags are and avoid them, since for some reason the bosses do nothing about them until it is too late. This clown is a four star dirtbag, some of the worst I’ve ever seen. Never should have got on the job, never should stay on the job and has no intrinsic value. Fire him and then prosecute. If this does not occur, the bosses own it and he will do worse.
In NYPD he would be on kitchen duty, stand at the precinct door and open and close for visitors on your feet for eight straight hours, Great assignment for dirtbags.

Police departments protect their own like no one else. The Salt Lake PD had enough on Payne to threaten to fire him. It looks like his own department wants him out before he really screws up.
