I worked in a big city ER for years and the city's cops were frequent visitors to our ER for various reasons.While there many of them were clearly “on the make” with our nurses.Most of the time they were unsuccessful but rumor has it they didn't always fail.Never heard of “harassment” though...perhaps because starting pay with this police force was quite generous and raises were frequent and large (powerful union).

Been involved with LE for more than thirty years. Most beat cops know who the dirtbags are and avoid them, since for some reason the bosses do nothing about them until it is too late. This clown is a four star dirtbag, some of the worst I’ve ever seen. Never should have got on the job, never should stay on the job and has no intrinsic value. Fire him and then prosecute. If this does not occur, the bosses own it and he will do worse.

In NYPD he would be on kitchen duty, stand at the precinct door and open and close for visitors on your feet for eight straight hours, Great assignment for dirtbags.

Police departments protect their own like no one else. The Salt Lake PD had enough on Payne to threaten to fire him. It looks like his own department wants him out before he really screws up.
