The more I think about it, the more I think you're right. John is preparing to step down and have Ducey put his daughter in as a placeholder.
The larger question is: Does she intend to run for the seat in 2018?

Once she’s in it’s too late. People would elect a ham sandwich if they’ve seen the name as a sitting senator. Not the brightest bunch.
