The Human Eye is always drawn to the most animated person or object in any scene.
I don't mean any disrespect to the hearing impaired,
but it looks odd to see comical, for lack of a better word, facial expressions at a press conference concerning life and death decisions.

As I said on an earlier post, the cameraman should have positioned himself to be facing the governor straight on instead of at an angle. In the olden days they would have put the interpreter in a little bubble at the bottom-right of the screen. Both tactics would have worked better than filming the announcement from an angle, thereby placing the ASL interpreter front and center.
