Yeah, he is the cause of her death. But what if it turns out she was trampled in the rush to get away from the car, and never actually struck by it? Still his fault, but it is an interesting twist.

Looking at one of this videos on the linked site that looks like what happened....she was down before the car got to her location and the car did not hit her. Now she could have tripped or gotten knocked down trying to jump out of the way. But it's certainly different from the narrative that was planted in peoples minds.
