Yep, it’s the blue-slip rule and can be changed by a simple majority Senate vote.

Yes. There’s nothing to prevent it being waved and It’s high time. It’s more tradition than rule.

The blue slip is a tradition that began not all that long ago, a vestige of the time when the senate pretended to be a club whose members enjoyed mutual respect. McConnell could change it tomorrow. He should. But he won't.

There's certainly precedence for continuing with the nomination process. They've fiddled with this rule so many times, one more time won't hurt.
I'm betting it can be changed.
