That’s Seoul’s problem. The South Koreans have had 60 years to relocate their capital away from the DMZ. A technical state of war has existed for those 60 years, yet the South Korean government has paid no heed to this real and immediate threat, rather choosing to bury its head up its ass.
Now the United States is supposed to act as if our hands are tied, and risk a nuclear attack on our soil because the South Koreans were too stupid to move their capital out of range from any Nork attack.
Nope. Sorry - we are not playing that game. If Seoul gets wiped off the map, that’s their own dam fault. And, frankly, I won’t cry for them.

I remember Johnny Carson mocking those commercials and having the Conrad character get nailed in the face with a pie.
I am not saying any like that. I am just saying Trump already has that approval. Congress would do better to spend its time repealing Obamacare, funding the wall, ending any amnesty, etc. trump does not need Congressional approval to act on Korea.
