The way I understand the story, which may be subject to clarification, modification, and/or change, if I mistakenly characterize the situation (weasle words):
.
In the first couple of minutes of the Ford Fisher (FF) video, the gray Dodge Challenger passes FF, stops at the traffic light and FF makes full pan-shot of the vehicle.
.
The FF approaches the intersection of 4th Street and Water Street. The maroon van is already in the intersection with the nose of the vehicle clear into the cross-walk. That is about five (5) minutes before the incident (did NOT say “accident”). The maroon van does not have a driver or passenger in the vehicle when FF passes on his live-cast.

FF walks around three sides of the next block and appears to wait for a couple of minutes along the pedestrian mall (closed to vehicular traffic).

The camera is positioned to capture people running away from the “incident” and the gray Dodge exiting the scene in REVERSE going backwards up 4th Street. (Note: Fourth Street is a one-way street north of Water Street and only has parking on one side and a single lane for vehicles. If someone is driving on that segment of 4th Street, there is NO exit. The maroon van and the white convertible effectively formed a plug, so the impact from the gray Dodge squished whatever was in between the vehicles.
