Ryan can't so anything about DACA. It was set up by exec order and Trump can kill it the same way. Congress could pass a law and Trump would veto it. So why come out and say this? A few reasons:

• Ryan is sucking up to the globalists with symbolic opposition to any limits to illegal immigration
• Ryan is sucking up to illegal immigrants, seeking their votes
• Ryan is virtue signalling that he's ever so compassionate
• Ryan is setting the stage to say "The President's reckless action on DACA undermined our efforts to build consensus in congress on important issues like tax reform and we wont be able to get that done for at least another decade now.

But mostly the last one.
