Text of a Letter from the President to the Speaker of the House of Representatives and the President of the Senate
Dear Mr. Speaker: (Dear Mr. President:)
I am transmitting an alternative plan for pay increases for civilian Federal employees covered by the General Schedule and certain other pay systems in January 2018.
Title 5, United States Code, authorizes me to implement alternative pay plans for pay increases for civilian Federal employees covered by the General Schedule and certain other pay systems if, because of "national emergency or serious economic conditions affecting the general welfare," I view the adjustments that would otherwise take effect as inappropriate.
Pay adjustments for civilian Federal employees have been lower in recent years than increases that would have taken effect under the statutory formula for adjustments to the base General Schedule. However, we must maintain efforts to put our Nation on a sustainable fiscal course.
Under current law, in addition to a 1.9 percent across-the-board increase for the base General Schedule, locality pay increases averaging 26.16 percent and costing $26 billion would go into effect in January 2018. A pay increase of this magnitude is not warranted, and Federal agency budgets could not accommodate such an increase while still maintaining support for key Federal priorities such as those that advance the safety and security of the American people. Accordingly, I have determined that it is appropriate to exercise my statutory alternative plan authority under 5 U.S.C. 5303(b) and 5304a to set alternative January 2018 across-the-board and locality pay adjustments. Specifically, I have determined that for 2018, across-the-board pay increases will be 1.4 percent and locality pay increases will average 0.5 percent, resulting in an overall average increase of 1.9 percent for civilian Federal employees. I will specify locality pay percentages for each locality pay area by Executive Order before the first pay period in January 2018. These decisions will not materially affect our ability to attract and retain a well-qualified Federal workforce.
The adjustments described above shall take effect on the first applicable pay period beginning on or after January 1, 2018.
Sincerely,
DONALD J. TRUMP
Good. Will earn him the wrath of federal workers and worker unions—need to end government employee worker unions. Needs to keep shrinking government—both dollars and number. Is hiring freeze still in place? Haven’t seen much on this. He did do that didn’t he, or was that talk?
Yes, move federal jobs from sanctuary states. Move them to patriotic states that would benefit from these jobs—Mississippi, West Virginia, etc.
And any savings will be used to build the wall.
Most people have no idea what the federal imbeciles are pulling down, the kicker is the locality pay on top of the already out of whack base salary.
We are talking about people that are barely employable in the private sector and make a career out of shuffling paper around and taking lots of days off, coupled with endless paid “training”.
One thing they all have in common is making sure this is all kept quiet, Trump just let the cat out of the bag.
Here is a site that has the 26% already figured in, OUTRAGEOUS what Obama tried to pull off.

He has weaponized the federal workforce against anyone who would cut their OUTRAGEOUS pay.
GS-11’s pulling down 85G’s?
I know GS-11’s that can barely speak English and tie their own shoes, much less use a computer.

What??? No GRAVY?!?
Federal government axiom: government jobs exist to provide a middle class lifestyle to certain preferred citizens, who are otherwise unemployable.
They get paid overtime too, and cap waivers.
Arclight!
I’m a Federal employee and I support what Trump did.
The DNC just lost out on alot of $$.
I spent all day Tuesday with 1 current and 2 retired civilian federal employees. Oy, do they dislike President Trump. “You see what is happening!” Yeah, ain’t it grand???
Government workers are already overpaid compared to private sector jobs. They should be given pay cuts until balance is achieved.
That $26 billion would fund the Wall. The Wall, in conjunction with immigration law enforcement, deportation of illegals, will save the country hundreds of billions annually.
Yup. The average federal salary is >$100k.
Something along those lines is one way to cut the payroll, since, apparently they can’t be fired.
This is possibly a very shrewd move to drain the swamp of DC. If you start limiting pay increases in the DC area, younger workers will get frustrated and move on. So will mid career workers, though in lesser number
Were he really shrewd, Trump would figure out a way to cap the resale value of any property inside DC. But that is kid of a pipe dream.
Gov workers salaries should be tied to median private sector workers salaries.
Gov workers (i.e. “Public Servants”) should NOT have pensions, and should NEVER be able to retire before private sector workers.
>> Yes, move federal jobs from sanctuary states. Move them to patriotic states that would benefit from these jobsMississippi, West Virginia, etc.<<
Yes! Yes! Yes! A great idea.
