Text of a Letter from the President to the Speaker of the House of Representatives and the President of the Senate
Dear Mr. Speaker: (Dear Mr. President:)
I am transmitting an alternative plan for pay increases for civilian Federal employees covered by the General Schedule and certain other pay systems in January 2018.
Title 5, United States Code, authorizes me to implement alternative pay plans for pay increases for civilian Federal employees covered by the General Schedule and certain other pay systems if, because of "national emergency or serious economic conditions affecting the general welfare," I view the adjustments that would otherwise take effect as inappropriate.
Pay adjustments for civilian Federal employees have been lower in recent years than increases that would have taken effect under the statutory formula for adjustments to the base General Schedule. However, we must maintain efforts to put our Nation on a sustainable fiscal course.
Under current law, in addition to a 1.9 percent across-the-board increase for the base General Schedule, locality pay increases averaging 26.16 percent and costing $26 billion would go into effect in January 2018. A pay increase of this magnitude is not warranted, and Federal agency budgets could not accommodate such an increase while still maintaining support for key Federal priorities such as those that advance the safety and security of the American people. Accordingly, I have determined that it is appropriate to exercise my statutory alternative plan authority under 5 U.S.C. 5303(b) and 5304a to set alternative January 2018 across-the-board and locality pay adjustments. Specifically, I have determined that for 2018, across-the-board pay increases will be 1.4 percent and locality pay increases will average 0.5 percent, resulting in an overall average increase of 1.9 percent for civilian Federal employees. I will specify locality pay percentages for each locality pay area by Executive Order before the first pay period in January 2018. These decisions will not materially affect our ability to attract and retain a well-qualified Federal workforce.
The adjustments described above shall take effect on the first applicable pay period beginning on or after January 1, 2018.

I’m going to use my “BOOM” allotment for August. I was planning on rolling it over to September, but this is as good a time as any to play that card.
If you think the flood in Texas is something, just wait for the flood of tears coming from those poor underpaid Federal Employees and their Union Bosses currently serving in the U.S. Congress.

Next year, he can cut everyone’s pay in half.
“Locality pay” should be phased out. It just results in federal employees in “blue” areas & states getting higher pay than those in the rest of the country. And don’t feed me the “cost of living is higher” rationale; I’m not buying.
Cut PRyno-Hitler’s pay to a buck/year until he passes a real budget.
As the Cost of Living increases, taxes should be reduced to make up for the effect on the taxpayers.
Not any more! 26 percent average locality pay increase, means some were going to get a lot more; not any more thanks to President Trump doing his job of fiscal responsibility. The nation's credit card is overused and abused, and President Trump is trying to rein in costs (unlike Congress).
I’m more sympathetic to the federal workers.
You can get the same result by moving the federal jobs from the high cost areas to lower cost areas. Say, for example Federal jobs were moved from California to Mississippi and from Chicago to western Oklahoma. Tell the folks in Boston they have 30 days to relocate to Montana and the taxpayers will reimburse the cost of a U-Haul truck.

The Democrats will be on the media saying the government needs to spend more money because we have “serious economic conditions affecting the general welfare,”... and in the courts saying he can’t do this because we don’t have “serious economic conditions affecting the general welfare,”
Which Democrat lies will the media cover?
This increase can be offset with the reduction of pay with every federally elected official and their staffs.
I was being facetious but do understand the point you were making. Mr. Jefferson would have been disappointed in us for turning this country into such an authoritarian, cleptocratic plutocracy.
