People are wrong then. Ryan, like almost all republicans, are controlled by their lobbyists. Ryan is not timid, he is boldly doing nothing in the face of the voters wanting bold changes, because that is what his contributors and lobbyists want.

The thing that baffles me is that the GOP is even able to raise any money at all. With their track record, I wouldn’t donate to them at gunpoint. I told them as much the last time they sent me a fundraising solicitation.
