At some point, the all free lunches are cheaper than having paid lunches. The infrastructure to collect the cash from the few paying students costs more than the income from those students. So make it all free, a handful that would have paid get a break, and so do the taxpayers under the current system.
Quickest numbers I could grab showed that 87% of the students in the district were getting free lunches in 2012, with several schools over 95% and one at 100%. (One elementary school was at 54%). My husband and I have talked about retiring to a beach house in Rhode Island, but perhaps that was a mistake. There is much to recommend about the state, but politics isn’t among the list.

There is a growing chasm between the people paying the bills and those consuming the goods/services purchased. It is really pronounced here in the northeast, where an ageing, often childless white population is footing the bills for a younger, non-white, non-working population.
Not for free, nothing is free - someone else is lying for it.
