With rising sea levels and increased rainfall, experts agree, climate change made the flooding from Hurricane Harvey far worse than it would have been even a decade ago. The Texas legislature had multiple opportunities to create a climate adaptation plan that could have resulted in preparations, but the bills were killed every time. The sponsor of the legislation told International Business Times that former Texas Gov. Rick Perry made sure that the climate adaptation bills would not pass.
When I filed that legislation, then-Governor Perrys legislative staff told me that no legislation that had climate change in it would get out of committee, former Texas state representative Lon Burnam told IBT. They came to our office and said to stop filing these bills.
Because of the total Republican control of the legislature, its very easy for the governor to tell committee chairs to not let any bills mentioning climate change out of their committee, said Burnam.
Burnam proposed his climate adaptation plan bill in 2009, 2011 and 2013. All three bills died in committee, either never coming up for a vote or making it out of one committee but, in a procedural sleight of hand, never being placed on the legislative calendar by the Republican-controlled Calendars committee. The bill would have required most major agencies in Texas to create a plan that included a climate change vulnerability assessment and review their programs and plan for how to complete their missions in light of changing climate conditions. That list of agencies includes the states Department of Housing, Department of Public Safety and Health and Human Services, all of which were caught off-guard by the scale of Harveys destruction.
In 2007, Burnam also proposed a global warming task force that would have created a report studying the global warming challenges and opportunities facing Texas...

Sure. As you can see from the article it’s not easy to determine sea level. Land rise and subsidence have to be measured and taken into consideration and that’s just a small portion of the variables at play.

This is beyond stupid. Even if we, for the sake of argument, accept every solitary thing the global warming alarmists have said as absolute truth, that would have nothing to do with this flooding. It was caused by a hurricane - a low pressure system - going on shore and running into a high pressure system that just happened to be in the same area and causing it to become stationary and not be able to move. That's what has caused this flooding - "climate change" has nothing whatsoever to do with those set of facts. If the high pressure system had not been there, the Harvey system would have continued to move and the rain would have been spread out over a much wider area with far less flooding.
They said this same stupid stuff about Hurricane Sandy - which was caused by the direction the storm went in and there just happened to be a Nor'easter system in the area that it absorbed into itself to make it even more powerful and larger than before (its outer bands because of this were actually dumping snow - a hurricane dumping snow) - those sets of circumstances have nothing to do with "climate change" existing one way or the other.
Maybe all that saved water, kept Guam from capsizing. 😀😆😄🇵🇭

I think there is a 5th lie in there somewhere about we couldn’t have had a Cat 4 Hurricane in the Gulf or that Hurricanes never hit Houston (Galvaston anyone) or somethink like that. It’s more of an implied lie, but it’s definitely rattling around in the author’s brain.
Where’s Indianola? Was it a victim of climate change?
Every year around September 8th, I read about the 90 Orphans and 10 nuns lost in the Galveston Hurricane of 1900.
I cry.
Over 6,000 lives lost in that Hurricane.
On a more practical point, what would planning a decade ago have done in the writers progressive mind? You know, the stuff the evil republicans ignored.
I bet no far out progressive proposal back then would have used a 500 year flood event as a worse case scenario...
The period at the end may also constitute a lie....

The science of GEOLOGY has been reporting why flooding in big hurricanes is getting worse in Houston, and its not “climate change”. It’s how much of Houston has been SINKING.
