How Texas Lawmakers Failed To Plan For Climate Change And Harvey Floods

With rising sea levels and increased rainfall, experts agree, climate change made the flooding from Hurricane Harvey far worse than it would have been even a decade ago. The Texas legislature had multiple opportunities to create a “climate adaptation plan” that could have resulted in preparations, but the bills were killed every time. The sponsor of the legislation told International Business Times that former Texas Gov. Rick Perry made sure that the climate adaptation bills would not pass.

“When I filed that legislation, then-Governor Perry’s legislative staff told me that no legislation that had climate change in it would get out of committee,” former Texas state representative Lon Burnam told IBT. “They came to our office and said to stop filing these bills.’”

“Because of the total Republican control of the legislature, it’s very easy for the governor to tell committee chairs to not let any bills mentioning climate change out of their committee,” said Burnam.

Burnam proposed his climate adaptation plan bill in 2009, 2011 and 2013. All three bills died in committee, either never coming up for a vote or making it out of one committee but, in a procedural sleight of hand, never being placed on the legislative calendar by the Republican-controlled Calendars committee. The bill would have required most major agencies in Texas to create a plan that included a “climate change vulnerability assessment” and review their programs and plan for how to complete their missions in light of changing climate conditions. That list of agencies includes the state’s Department of Housing, Department of Public Safety and Health and Human Services, all of which were caught off-guard by the scale of Harvey’s destruction.

In 2007, Burnam also proposed a “global warming task force” that would have created a report studying the “global warming challenges and opportunities facing Texas”...

You don’t mean that all the “saved flushes” here in California didn’t really cause a depression in the Pacific Ocean, so the water from the Gulf couldn’t flow around South America and fill it? I am shocked!

I know when I hear those words “experts agree,” my sphincter tightens immediately. It’s one of a few “golden political phrases” that cause involuntary “tightening!”

First link: “Sea level is rising more rapidly along the upper Texas coast than worldwide because some coastal lands are sinking . . .”
This is not a climate change issue; it’s plate tectonics.

Second link: “Scientists predict sea level rise caused by climate change will submerge coastal areas of the United States — yet somehow, this could be an economic boon to Texas . . .”
Again, this is not related to climate change, and they admit the natural change observed will be beneficial.

I have a great deal of respect for science, which is why I am far more offended by those who lie in their scientific work or who use science to promulgate lies than I am by ordinary liars.

Real science: Plate tectonics and solar cycles. Male is XY, female is XX.

Fake Science: Global cooling (the official cause for panic until the late 1970s), but the solution is globalism, big government, and limitations on technology. Global warming (today’s official cause for panic), but the solution is globalism, big government, and limitations on technology. Male and female are fluid, determined by mood, and have nothing to do with chromosomes or biology.

That said, Democratic Houston has no zoning laws. Build what you want at the bottom of any flood zone. What could possibly go wrong.

Rescues would go faster if they didn’t have half a million illegals.

OK I want to know exactly who the "experts" are. Considering that "Climatology" is both a new and quasi-science I would be reluctant to classify any of it's disciples as "experts". Advocates yes.

If this hurricane was caused by global warming, does that mean the lack of major hurricanes during the prior 117 months was caused by global cooling? Or does global warming cause both hurricanes and the lack of hurricanes?
