The announcement comes after the city experienced flooding last week causing bayous to rise out of their banks.
Some residents say their homes have taken on water several times in the last two years.
We are here to announce that relief is certainly on the way, said Mayor Sylvester Turner. My hope is that, after this is completed, you will no longer have to rush to get furniture and carpet off the floors when heavy rain is forecast. Once the work is finished here, we will move to other areas of Houston that have suffered.

This Noon, I was streaming talk radio from Houston. Commentators were asking drivers of SUVs to stay home or drive more slowly through neighborhoods. Waves are forming in kitchens produced by their wakes!
I hate to beat a dead horse, but you are talking about a part of the country that supplies 30% of oil, fuel, and energy to America. I don’t think America keeps bailing them out. The whole country will be feeling the effects of what shutting down the refineries will do. The Gulf Coast more than pays its way in the American economy.
