Perhaps if the mayor had been honest about the rain more would have tried to evacuate.
I dont live where I can be flooded but I have always.... From the time I left my parents house..and went to college..made sure i had reserves for an energency. can you do it if barely surviving? dont know..but I always have done it.even when making minimum wage in college
A months worth of expenses when I was 18 in reserve..not enough.you should have more than that but enough to evacuate

Two story house with a foot or two of water. Not sure how you get on roof...if you even gave a ladder tall enough. Water would have to be calm if you dont have someone to stablize ladder.but never have tried it.
