Hell no, he is a marksman. Those pepper balls can be highly accurate. The shooter deserves a marksmanship medal. He hit a 1/2 inch target at 200 yards dead center.
He or she is now a legend on the force, and hasn’t had to pay for a drink since the family jewels shot is my guess ;-). One relative in LE posted the video on FB, you just know cops everywhere are enjoying the neck out of this!
