Their family owned the grazing rights before any “public land” was established. Should the law just give a thumbs up to negating prior contracts just because the government decides to grab some land and call it Federal property?

Exactly so. The federal leviathon decides it needs to stretch its limbs, and all contracts, leases, agreements---buh-bye.

And here come the SWAT Teams from the BLM, National Forest Service, U.S. Fish & Wildlife, et al., just to remind you who is in charge.
