No, Phoenix is on Mountain Standard Time. During the summer that is equivalent to Pacific Daylight Time.Actually, all of Arizona is on Arizona time - it really is a choice when you're selecting a time zone. Except for I believe the Indian Reservations all of Arizona is on Mountain time during DST and Pacific Time the rest of the year.

Except for ... Indian reservations all of Arizona is on Mountain time Pacific Time during DST and Pacific Time Mountain time the rest of the year. And I believe it is just the Navajo Reservation in NE Arizona that is on DST in the state.
(Fun fact: New Mexico is the only state of the lower 48 that has a different time zone east and west of it's state line for nine months of the year!)
