No, Phoenix is on Mountain Standard Time. During the summer that is equivalent to Pacific Daylight Time.

Actually, all of Arizona is on Arizona time - it really is a choice when you're selecting a time zone. Except for I believe the Indian Reservations all of Arizona is on Mountain time during DST and Pacific Time the rest of the year.

You have it backwards:

Except for ... Indian reservations all of Arizona is on Mountain time Pacific Time during DST and Pacific Time Mountain time the rest of the year. And I believe it is just the Navajo Reservation in NE Arizona that is on DST in the state.

(Fun fact: New Mexico is the only state of the lower 48 that has a different time zone east and west of it's state line for nine months of the year!)
