Slightly OT but I think worth mentioning.
The matter before Mueller is not a criminal matter. It says so in his contract(I believe). How can a Grand Jury be impaneled if there are no criminal matters to present?
Secondly, Mueller is a special Counsel, not a Special Prosecutor. Doesn’t he need approval to proceed to a Grand jury? Even if he is doing so for subpoena reasons, he needs someone to clear the matter. Who cleared it? If the answer is “no one” then Mueller has taken over the DOJ.
I’m not a lawyer, but something about the grand jury story smelled like B.S. from the start. Why would anyone empanel a D.C. grand jury over a matter — specifically the Trump Jr. meeting with the Russian — that took place in New York?
