Possible explanations:
1. He is working hard behind the scenes and we can’t see what he’s doing yet.
2. He is part of the problem.
3. He is lazy and really is doing nothing.
4. He is being blackmailed into doing nothing.
5. He is actively trying to thwart any genuine investigation.
6. He is protecting one or more criminals (Hitlery, 0vomit, Comey, .....)
7. He is in over his head and has no idea what to do.

I’m afraid he views them as “friends and colleagues (from across the aisle)” rather than criminals to be prosecuted.
INACTION by various Trump appointees or nonsensical actions should be an indicator someone has been compromised by blackmail. The Deep State has something on Sessions and have hogtied him with blackmail.
