Getting some of that US Taxpayer cash that obama gave Iran. Yea!
Targets?
Difficult to fight a war with people who have little or nothing. Then they have nothing to lose.
Target the fat boy dictator over there, little reason to go after the dirt poor civilians.
Potemkin lights?
So it appears that one city is lit up and the rest of the country is still dark.

Major “trading” partners - The top export destinations of North Korea are China ($2.34B), India ($97.8M), Pakistan ($43.1M), Burkina Faso ($32.8M) and Other Asia ($26.7M). The top import origins are China ($2.95B), India ($108M), Russia ($78.2M), Thailand ($73.8M) and the Philippines ($53.2M)
This is not to mention Iran and other “under the table” partners in weapons.

I realize. It’s sad.
Maybe encourage the North Koreans to travel to the South to see what the do not have.
“The corollary: the more developed a people are the more they have to lose and the less they are willing to make war. Give people prosperity and they will want peace.”
I believe this is true. I used to box a bit, and the people you don’t want to fight are those who have nothing to lose. The toughest fighters often come from the lowest socioeconomic rungs.
