I favor MAD for dealing with this situation.
Look, a low-yield NUDET within CONUS would be bad, for sure (I do not believe in the EMP story, at least not in its catastrophic version).
However, Japan was ready to keep fighting after TWO (plus all the other catastrophic damage inflicted before 8/6/45), and a single 8-12 kT explosion in the US would mean the immediate and irrevocable end of Kim, his regime, and his nation.
So yeah, it would suck, but I bet he wouldn’t do it, and if he did, we would deal.
Might tickle the fault and send it all into the Pacific - putting the beautiful climate out of reach of conservatives forever.....and creating a terrible stench of dead liberal bodies that would take several months to abate....
