POLITICO and NBC News report the South Carolina Senator is working on a bill that will have bi-partisan legislation to prevent President Trump from firing Special Counsel Robert Mueller.

A President, any president can not fire a special counsel. Only an Attorney General can fire a special counsel and in Mueller case only Rosenstein can.

I wonder what form this bill will take.
I can’t imagine a bill which simply states “Trump can’t fire Mueller.” More likely would be a bill which states that the President can’t fire a special counsel whom he has appointed, or appointed to investigate matters the President is involved in. But that could be very problematic if passed, as well as unconstitutional (separation of powers).
