Normal in the UK and perhaps could be tried in a blue state here; however, try it in a red state where citizens are allowed to be armed and the story would end quite differently. They should start I guess in Chicago where the citizens are unarmed due to stringent gun control laws.

CCW is legal in Chicago, though businesses have the right to ban firearms on their property (and many of them do). Get outside of Chicago and Cook County and Illinois is pretty conservative, and there are a hell of a lot of gun owners.
