Because he has been instructed to bring about REPUB humiliation/democRAT party advantage. If the bill cannot even be debated and voted on, it can’t be verbally trashed and then defeated. It would be merely RAT obstruction yet again. McCain wants it on the floor so he can full bore trash it in debate, solicit even one or two more sympathy votes against it (bi partisan you know), and ensure that Obamacare is never to be challenged again.
For an old guy he still is a media whore who needs his time in the spotlight. It is those that can listen, vote, and move on who are secure of themselves. This was a big act he was not going to miss. He thinks he is Willis Reed if the NY Knicks coming out of the tunnnel after everyone thought all hope was lost: Watch them roll his hospital bed down the aisle to a standing ovation.
