From what I have seen in the last 40 years that is more than enough reason for a Muslim to kill a White woman.
I have another theory which is just a guess but it does make sense.
The woman reported a rape. Could she have identified the rapist in such a way that the Muslim was outraged. You know that Allah allows them to rape non Muslims.

When Justine called 911 the 2 times she never IDed the rapist but it is a possibility that she saw him leave later run past her house etc and told the driver that she saw a Somali moslem so the Somali moslem killer cop shot her...

he and the other 10 Somalis were assigned to mostly white American areas...how was that suppose to help the Somali community ???
by controlling what happened in white and black American neighborhoods...
if they were there to make sure the 30,000 Minneapolis Somalis weren’t mistreated by police they would have been assigned to the Somali neighborhoods...
what do you need diversity for if the particular countries aren’t going to get their own policemen...
