Eugenics was based on race. The court program is based on behavior. There is a difference.
If a woman with kids is convicted of a significant crime, or is addicted to drugs, the usual response is to take her kids away and put them into foster care. The judgement is that, based on her demonstrated behavior, she is unfit to fulfill the job of a parent.
It’s only temporary birth control, too. In three-to-five years, she can improve her behavior and standing dramatically. Sadder and wiser from her years in the clink and then on parole, it can be hoped that she will turn her life around and become fit to raise children.
Eugenicists believe in eliminating the unfit whatever their color. The Nazis had their own brand and sterilized and murdered rafts of Germans in mental hospitals, queers etc.
It can be called “IQ testing, mental hygiene (health) or any number of other euphemisms. It’s still the same old murderous beast.
