Mueller is a hack that thinks Trump is a politician. I would love to see Trump fire him and dare congress to do anything about it.
Trump could emotionally drain the swamp in one "Huge" move. Imagine the 'hue and cry' over Mueller getting the axe. There would be media rage and meetings in congress. Impeachment bills would be submitted.... but no votes would be taken because they don't have the count.
Phone lines would be lit up and sides will be taken. Finally something comes to a head... as establishment heads explode.
And, any special council is part of the executive branch. They appoint another. He fires them too. Honestly, I wouldn't worry about Obamacare or taxes... or even immigration. Congress will do nothing anyhow. Let Trump do the best for the country and bring all this crap to a head.
