I read that Noor's partner has a year on the job, and that Noor has only 21 months, and in those months has three complaints lodged against him. One of the three complaints is sealed, another has resulted in a law suit. Why in God's name is he paired with an even less senior officer? The rookie could have possibly been reluctant to question the more senior officer's actions. Bad decision making on whoever made those assignments. And, I'm wondering if the complaint that's sealed is by a civilian, or from someone within the department that he harassed or abused.
