The actual order, which you posted at the beginning stays the modification by the District Court, pending further proceeding. It does allow a potential action by the Ninth Circuit, which would eventually have to come back to the Supreme Court, with the rest of the case; but for now, there should be no problem. (In other words the White House has not lost on the additional relatives issue; although the Ninth Circuit could in effect, put it back on the front burner—as it were.
