Solution
intercept the ships at sea. Give water, food, as needed to passengers.
Have passengers identify boat crew and captain. Tow the vessel back to the port or origin. Allow passengers to disembark at origin - and shoot the captain and crew for piracy. Sink the boat. Embarkations will drop to zero very quickly.
Its the most humane thing to do, given how many die at sea and chaos that is being caused.

European nations need to declare a naval blockade, enforced by sinking all small boats along the North African coast. Strafe them while in port or beached to minimize loss of life. Exceptions could be made for legitimate fishing vessels registered with an appropriate coordinating body and carrying tracking devices. But beyond that, simply tell the Africans that small boats will be sunk until the invasion ends and all “refugees” return home.
