Illinois House Overrides Gov. Rauner’s Veto on Tax Hike, Budget Bill

The Illinois House voted to override Republican Governor Bruce Rauner’s veto of the income tax hike and budget bill. This is the first budget Illinois has passed in two years.

The House voted 71-42, which is the bare minimum House Speaker Mike Madigan needed, after a security incident delayed the vote for two hours.

The House passed the tax hike and budget bill on Sunday with 72 votes, including 15 Republicans. A few flip flopped, according to The Chicago Tribune:

On Thursday, there were some slight changes. One lawmaker who previously voted for the income tax hike on Sunday, Republican Rep. C.D. Davidsmeyer of Downstate Jacksonville, voted against the override. Democratic Rep. Sue Scherer of Decatur had voted against the tax hike on Sunday but voted in favor of the override Thursday. In addition, Rep. Robert Pritchard of Hinckely voted for the tax hike Sunday but was absent Thursday.

The Republicans lacked five representatives with excused absences. One of those voted yes for the bill on Sunday.

Rauner lashed out at the bill on Wednesday as he went around Springfield to try to change the minds of those who voted for the bill. From ABC7:

The first-term governor, already facing several Democratic heavyweights hoping to displace him in the 2018 election, took to the trail Wednesday to implore the House – run by Speaker Michael Madigan of Chicago – to sustain the vetoes.

“This is not just a slap in the face to Illinois taxpayers. This is a 2-by-4 smacked across the foreheads of the people of Illinois,” he told reporters at a bar on Chicago’s far South Side. “This tax hike will solve none of our problems. In fact, in the long run, it will make our problems worse, not better.”

The bill includes an income tax and corporate tax hike and a budget plan of $36 billion:

The budget plan would spend more than $36 billion on primary and secondary education, colleges and universities, social services, medical care for the poor and other government functions, with nearly $5 billion in new taxes to help pay for it. The personal income tax rate would rise from 3.75 percent to 4.95 percent. The corporate tax rate would go from 5.25 percent to 7 percent. The plan also would have the state pay down about half of the nearly $15 billion pile of unpaid bills through a combination of borrowing and using cash from other state accounts.

Illinois’s crating rating is still just a notch above junk. Madigan got all excited because Fitch Ratings and S&P Global Ratings urged Rauner to sign this bill on Sunday. But Fitch told Madigan to calm down because even with the override, nothing guarantees these rating companies will not drop Illinois to junk. From The Chicago Sun-Times:

During that lag, Moody’s Investor’s Services on Wednesday offered a stark reminder, placing the state’s current rating of Baa3 “on review for possible downgrade.” Moody’s and two other credit agencies had warned lawmakers of a “junk” downgrade should they not enact a budget by July 1. But last week, S&P and Fitch called the passage of the budget bills progress.

Still, according to Moody’s, “despite the progress toward budget balance” in the legislative package, “… the plan appears to lack concrete measures that will materially improve Illinois’ long-term capacity to address its unfunded pension liabilities.”

That’s because the budget bill lacks…A LOT. Illinois has “unpaid bills to state contractors and vendors that’s reached about $14.5 billion and roughly $130 billion in unfunded pension liabilities.” Last Friday, a judge ordered the state to “start paying $293 million in state money toward Medicaid bills every month and an additional $1 billion over the course of the next year.”

The House should have started its session at 1:30PM CT, but emergency officials had to lockdown the building “after a woman allegedly threw a powdery substance in the governor’s office.”

That’s the problem. Many of those leaving liberal states vote the same way in their new homes. Apparently they don’t get what caused the problems in their former locations.

Illinois has been corrupt for at least 80 years. If citizens for decades believe in being abused and many simple minded, short sighted people are O.K. to hang out on a sinking ship, why do I, or anyone with a working brain, have to live in this?

You live in California. Progressive hellhole. What are you doing to fight? How do you fight when the majority believes in a 3rd grade La-La land unicorn existence ? You're tax dollars are paying for their crap! Why do you stay?

Well, at nearly 77, I’m not about to move because where live in California is quite tolerable, but I understand that such may not be the case where you were living in Illinois or in other places here in California either for that matter. At the same time the practice of moving away from adversity has practical limits and it allows the Liberal trash to succeed. Would I move if I found where I was living to be unsafe, you bet, but it would have to be far worse than it is today here.
At the end of the day, what we are seeing in Illinois is going to catch up with the other RAT-run states as well with financial collapse. It is inevitable, and with the financial collapses, will come the forced realization that the free lunch is the illusion it’s really always been. That’s why with the advent of President Trump, we are seeing the Liberal/Marxists pulling out all the stops, because they can readily see, as he turns the screws on the free lunch at the Federal level, it’s “smoking out” what’s been happening in the states. Cutting off the Federal largesse, it the first step toward forcing the financial collapse of the RAT-run states. I just hope I am able to live long enough to witness the rebirth of both CA, IL and a bunch of other states as well. We owe Donald J. Trump a deep debt of gratitude for what he’s doing, his willingness to take of this daunting task of saving our country is one of the most selfless acts by anyone I’ve ever witnessed.

Voter in low-income crime ridden ghetto Chicago neighborhood that has been gerrymandered into a mostly middle class suburban Cook County district to tip the overall district into always voting Dem:
"Oh my. Since the 17th amendment has been repealed, I must now take my duties as an Illinois citizen more seriously and ensure we only elect state legislators who best serve the interests of our overall state. Instead of just blindly voting for every "D" I see on the ballot, I shall henceforth work with my suburban neighbors and carefully scrutinize the candidates for the Illinois General Assembly to ensure we select only state legislators who believe in the Constitution and who will find Henry Clay clones to send to Washington D.C."

Amen. I saw an interview with Trump that took place many years ago. In it he states that he would never consider running for president unless the country is moving in a totally wrong direction. He’s good on his word.

He crass and crude but firmly believes in God, the constitution and the middle class. I thank God for that.

I think his speech in Poland was the equivalent of “Mr. Gorbachev tear down this wall”.

Boy did I get teary eyed! Aaaand I miss Jonhn Paul II!!

Time for all Republican state legislators and the governor to just up and quit, walk out the door and never come back.

Give the state to the Democrats. Let them explain to those who remain why their taxes keep going up, why businesses are leaving, why Chicago had the highest shooting victims rate in the county, why their colleges are full of communist/Marxists/black racist teachers, and why the rich white liberals DON’T LIVE IN THE SHOOTING DISTRICTS.

I’d love to see how long the state would last as a viable political entity. Then build a wall around Chicago and not let anyone out.

Coming to a theater near you, “Escape From Chicago”, starring lead ballerina, Mayor Rahm Emanuel, Democrat leader of their House, Madigan, congressional reps including Little Dickless Durbin, Danny the Red Davis, and others on the City Council.

If this happens, bring a very big bag of popcorn, sodas, and heavy weapons. The zombies are going to try to make a break from the insane asylum. “Rick” won’t let them if he has the will to oppose them. BUILD THE WALL, MR. PRESIDENT!
